FCC Gives 10 States First Chance to Apply for Low-Power Radio Licenses.(Knight Ridder/Tribune Business News)

Mar. 28--WASHINGTON--Radio enthusiasts in California, Alaska and eight other states will be the first to apply for low-power radio licenses in their areas, the result of a lottery the Federal Communications Commission held Monday.

The agency is forging ahead with its plan to create hundreds of new 10-watt and 100-watt FM stations around the country despite opposition from Congress and the broadcast industry. Last week, a House subcommittee easily passed legislation that would reverse the FCC's January decision.

Still, FCC Chairman William Kennard was bullish about the low-power movement's chances. "Six months from today, the first low-power radio stations may be on the air," he said.
