Nurses' Union Says Duke University Violated Labor Laws.(Knight Ridder/Tribune Business News)

May 16--DURHAM, N.C.--The union trying to organize 2,000 nurses at Duke University Hospital has charged that Duke violated federal law by improving benefits and working conditions in a bid to discourage the union effort.
The union filed two charges of unfair labor practices late last week with the National Labor Relations Board, which will investigate the allegations. The union requested last month that the Duke nurses be allowed to vote on forming a collective bargaining unit, which meant Duke was then prohibited from making major changes related to its nurses' benefits or working conditions.
If the NLRB agrees with the allegations, it could immediately approve the Duke nurses' union or if Duke wins and the union is rejected N set aside the results...
