Concord, Calif., Start-Up Airline Plans to Offer Service to Stockton.(Knight Ridder/Tribune Business News)

Jul. 12--A startup airline that isn't even off the ground yet has selected Stockton to be one of four Northern California communities to have daily commuter service to the Los Angeles Basin.

Claude Barone, president of West States Express Inc., said his Concord-based company hopes to have Federal Aviation Administration approval and three small, used, commercial-sized jets for three round trips daily each from Stockton, Concord, Santa Rosa and Chico.

According to company plans, service could begin in the first quarter of next year if the company wins federal approvals for airworthiness and financial soundness.
