Aug. 18--Contract negotiations aimed at settling a strike against the local phone giant Verizon Communications reached a critical phase yesterday.

Union leaders representing some of the 87,000 workers striking were threatening to break off negotiations at midnight last night, even as their labor counterparts reported progress on a new proposal addressing job security.
