West Linn, Ore., Schools to Develop Environmental Learning Center in EPA Deal.(Knight Ridder/Tribune Business News)

Aug. 30--WEST LINN, Ore.--U.S. Environmental Protection Agency officials announced a settlement Monday that allows the West Linn-Wilsonville School District to develop an environmental learning center and environmental law manuals for Oregon's school districts instead of paying a $323,000 fine for mishandling PCBs.

Chuck Findley, the EPA's regional administrator, said the settlement will turn "lemons to lemonade . . . preventing these kinds of terrible mistakes is far better than cleaning them up."

Arthur B. LaFrance, a law professor at Lewis & Clark College, said he represents teachers Tina Dierkes, Marcia Clark and Suzanne Lewallen who first complained to the EPA. LaFrance said the compromise is no punishment, "a slap on the wrist" and allows the...
