Sep. 18-- SMALL BUSINESS IN HIRING CRISIS: In 1991, finding qualified employees didn't even rank in the top 19 concerns for small-business owners. This year, it's among the top three, according to the study "Small Business Problems and Priorities" by the Education Foundation of Washington, D.C.-based National Federation of Independent Business.
NFIB asked 4,000 business owners nationwide to rate 75 potential problem areas for their effects on business.
The top two problems cost of health insurance and federal taxes are perennially the highest-ranked issues, NFIB said.
The lowest-ranked, Y2K concerns, is evidence that some problems do go away.
