Oct. 5--NORFOLK, Va.--A two-square-mile section of town is the target for a massive redevelopment project that will figure prominently in the city's plan to attract more homeowners.

City officials hope to use roughly $240 million in public and private money to change the face of 14 neighborhoods in an area bounded by railroad tracks to the north, east and west, the Norfolk Industrial Park and the Elizabeth River to the south.

When the project is completed, the city hopes to have a cohesive, mixed-income community tied together by commercial development, new and redeveloped housing and a community-based support system.
