Pennsylvania Utility Protests Energy Companys Bid Action.(Knight Ridder/Tribune Business News)

Oct. 24--Green Mountain Energy Co. filed a petition with the state Public Utility Commission Monday protesting a decision by PECO Energy to ignore its bid for a provider-of-last-resort contract in favor of a higher bid from The New Power Co.
Green Mountain, which specializes in renewable energy, also claimed that its bid, in addition to offering a lower price, would provide environmentally cleaner electricity than would New Power, an entity backed by Enron, IBM and GE Capital.
"For all of the foregoing reasons, the commission should reject the proposed contract [with New Power] and direct that Green Mountain Energy Co. shall provide the [provider-of-last-resort] function," the company's petition concluded.
