Verizon Criticized for Poor Telephone Service in Upstate New York.(Knight Ridder/Tribune Business News)

Nov. 17--Information moves at lightning speed today -- except when you're waiting for the phone company to hook up your line.

State telephone regulators are pushing Verizon to cut delays installing high-capacity lines, a lag that businesses say is creating bottlenecks in the New Economy.

The phone company's "Special Services" lines, commonly called T1 and T3 circuits, provide voice and data connections for businesses and communications-intensive organizations.

"While Verizon's Special Services are generally reliable and well maintained once in service, it appears that the appetite for these services has outstripped the company's ability to meet the demand," Public Service Commission Chairman Maureen O. Helmer said in a statement.
