Dec. 5--From bustling Brooklyn, a New York borough a couple of subway stops from Manhattan in the city that never sleeps, comes Virgie M. Noel to quiet Mechanicsville, with its green lawns, cow pastures and soybean fields.
"This is a whole different atmosphere here," said Noel, who spent all but six years of her life living and working in New York.
"The people are friendly and helpful. But, they are not as fast-paced as I am."
Noel and her husband, Francis, moved to Virginia in November 1999 after she got the job of area director, Taxpayer Advocate Service, or TAS, in Richmond. TAS is a Washington-based, independent government unit that helps taxpayers get out of hot water with the Internal Revenue Service.
