Dec. 18--WASHINGTON--BUSH NEEDS HELP ON HILL: It is no secret that President-elect George W. Bush will need to cultivate Federal Reserve Board chairman Alan Greenspan. But as he prepares to bring his economic agenda to Washington, he'll also need to create a good relationship with Congress.

"It is essential. Nothing happens in Congress if it does not happen on a bipartisan basis," said Tom Gallagher, a political analyst at International Strategy and Investment Group, a Wall Street research firm.

That may be easier said than done. In fact, analysts said, the newly elected president may find it far more difficult to deal with Congress than to actually devise solutions to vexing economic issues.
