Feb. 11--ORANGE CITY, Fla.--There's a modern-day David-and-Goliath battle being waged at City Hall: Orange City vs. telecommunications giant Time Warner Communications.
At stake: a new cable contract for Orange City residents.
The biblical battle ended quickly, but not this one. The old contract expired last year, and the fight to reach an agreement has dragged on for months because of council members' objections and confusion about city statutes and federal law.
The city has had workshops and hired communications-law attorneys to help council members make a decision. So far, nothing has worked.
