Feb. 12--After seven years circling in the outer reaches of children's television, David Michel and his Jay Jay the Jet Plane have finally been cleared to land at PBS this summer.

Come mid-June, the 39-year-old former country pastor turned Dallas entrepreneur will be glued to his TV, watching as computer-animated Jay Jay and his airborne pals -- Old Oscar, Savannah the Supersonic Jet, Herky the Helicopter and Snuffy the Skywriter -- take flight from their nostalgic hangar in Tarrytown USA.

"It will be a dream come true, literally," says Mr. Michel (pronounced Mitchell) at his offices in North Dallas. "Although it's my sincere hope that Jay Jay will be very successful...
