Napster Urges to Congress on Adopt Online Music Legislation.

Apr. 4--WASHINGTON -- Napster called on Congress Tuesday to adopt legislation forcing recording companies to make their music available online at a set fee, following months of failed efforts by the online music-sharing service to strike licensing agreements with record labels.

Napster and the recording industry have been battling in court for months, as the record companies try to clamp down on Web sites that allow consumers to download music for free. A federal judge last month issued a preliminary ruling against Napster, ordering it to block users from downloading copyrighted songs.
