San Antonio, Texas-Area Refiner Agrees to Heavy Fine.

Apr. 10--CORPUS CHRISTI, Texas--Koch Petroleum Group LP, a major oil company that employs 4,000 people in Texas, admitted Monday to lying about pollution at one of its refineries in the mid-1990s and agreed to pay $20 million in criminal penalties.
Bringing to an end an environmental case some believe was politically motivated, Koch's guilty plea in federal court was touted as a victory by the Justice Department, while the company said the government knew it couldn't win a trial.
"They just missed this case completely," said defendant David Lamp, a former manager of Koch's refinery where illegal amounts of benzene, a known carcinogen, were vented. "They didn't...
