Funding Collision on Track for Houston Rail Expansion.

Jul. 13--WASHINGTON--In a move that portends a showdown between local lawmakers over funding for Houston rail expansion, Sen. Kay Bailey Hutchison on Thursday earmarked $25 million for the city's share of 2002 federal transportation dollars.

The funding is part of a $60 billion federal transportation appropriations bill, which heads to the full Senate for consideration soon.

But a conflict looms between the Senate bill and a separate House version passed last month, which includes a ban on any federal funding for Houston's rail program. Whether Houston could use part of the $25 million for rail-related costs is an issue that must be resolved by lawmakers from each...
