Justice Department Criticizes Verizon's Electronic-Billing System.

Jul. 27--The U.S. Department of Justice criticized Verizon Communications Inc.'s wholesale electronic-billing system yesterday in a review of the local-phone company's application to sell long-distance phone service in Pennsylvania.
But the federal antitrust watchdog stopped well short of impeding Verizon's bid, saying in a statement that the company "has made significant progress toward opening its local markets in Pennsylvania to competition." That's a primary requirement that must be fulfilled before a Baby Bell such as Verizon can enter the long-distance market in a state.
