Oct. 1--WASHINGTON--TRADE-TERRORISM LINK DRAWS FIRE: The rush to enlist trade in the war against terrorism hit a rock in Congress last week.

Bronze Star winner and New Yorker Charles Rangel, a Democratic congressman from Harlem, in a statement demanded an apology from U.S. Trade Representative Robert Zoellick for pushing trade-negotiating authority as a test of patriotism.

"To wrap a trade promotion authority bill in the flag and have us salute it when we haven't even seen it is unfair," Mr. Rangel said.
