Bush Urges Congress to Pass $75 Billion Package to Help Avoid Recession.

Oct. 4--WASHINGTON--President Bush gave eager lawmakers on Capitol Hill the green light Wednesday to craft a tax-and-spending package that would pump up to $75 billion into the economy to help avoid a deep recession.

The president dispatched Treasury Secretary Paul O'Neill to begin negotiations with congressional leaders. Mr. O'Neill said it would be "highly desirable" for them to enact a plan in three to four weeks.

"We've just got to be aggressive ... at the federal level to provide a kick-start to give people reason to be confident, and we will do that," Mr. Bush said after a meeting with business executives in New York.
