Embattled Enron Chief's Rise Began in Winter Park, Fla.

Dec. 23--Happy hour is glum at the Not Quite Over the Hill Gang's Christmas party.

Between sips of beer and mixed drinks at the Winter Park Racquet Club, the 37 men and women console one another over worries about lost fortunes and ruined retirement plans.

All are retirees of Florida Gas Co., the Winter Park business that gave Kenneth L. Lay his start as a corporate executive in the 1970s. With vicarious pride, they watched Lay's meteoric rise as Enron Corp.'s millionaire CEO, confidant of President George W. Bush and mastermind of the company declared the most "innovative corporation" in America.

Each also owned a tangible piece of Ken Lay's success....
