Blue Skies Smile Again over San Antonio Neighborhood.

Feb. 2--Sky Harbor, a South Side neighborhood where the homeowners' renowned grit was often eclipsed in the media by the crime they fought, was never actually completed.

Ray Ellison, the original developer that was later absorbed by KB Home, left the back end of the subdivision vacant in the early 1980s. And for 20 years, several neighborhood streets extended on city maps beyond where any real pavement existed.

That all changed toward the end of 2001, when McAllen-based developer Obra Homes invested in the project.
