Feb. 15--Mike Reynolds felt like he had a promise from the state of Georgia that he would get a $5,000 tax credit if he bought a little electric car for use in his neighborhood.

But Reynolds won't be transforming his Sugar Hill neighborhood into Peachtree City North anytime soon.

"We have a neighborhood pool and tennis courts, and I was going to use it in my neighborhood instead of driving a car to the pool," said Reynolds.
