Feb. 18--Oregon electricity customers can expect lower electricity prices in 2003, according to a new rate proposal submitted this past week by Portland General Electric.

It will likely be somewhat longer before electricity rates come down in Clark County, though Clark Public Utilities says its customers already pay less than PGE's and will still be paying less next year, even after PGE's new rates take effect.

PGE said it expects its wholesale power costs to drop, enabling it to pass the savings on to its customers. PGE's business customers will enjoy rate reductions of up to 20 percent next year, according to the Portland-based utility. Residential...
