Wisconsin Bill on Phone-Service Standards Replaced with Weaker Legislation.

Mar. 1--A coalition of groups complained Thursday that a bill it supported that gave more authority to the Wisconsin Public Service Commission and had directed the agency to set higher standards for phone service, was jettisoned and replaced with weaker legislation.
One day before the Assembly Committee on Information Policy and Technology was to hold a hearing on the bill, the legislation was re-written to favor Ameritech, representatives of the coalition said.
The developments raise questions whether a telecommunications bill will pass in the current session, which ends in two weeks.
