Philadelphia Utility Wants to Offer Service to Former Customers of Power Firm.

Mar. 28--Peco Energy Co. has asked state regulators for permission to provide service to 180,000 Southeastern Pennsylvania customers being dropped by NewPower Holdings Inc.
The Philadelphia utility last week asked the Pennsylvania Public Utility Commission to let it fulfill the rest of NewPower's contract, which lasts until July 2004 and provides electric service at a 2 percent discount compared with Peco's rates.
The proposal, if approved, would create two tiers of Peco ratepayers.
Former NewPower customers would pay 5.71 cents per kilowatt-hour, while other Peco customers would pay 5.83 cents. One kilowatt-hour is enough electricity to power 10...
