Apr. 11--TALLAHASSEE, Fla.--Two decades ago, Miami real estate developer Armando Codina helped a young Jeb Bush get started in business and helped make him a millionaire.
Today, Bush's former business partner is one of the nation's wealthiest Hispanic businessmen. He sits on the corporate boards of large companies, including Florida's biggest telephone firm, BellSouth.
And Jeb Bush, now governor of Florida, is considering whether to accept a bill that utility regulators say would give BellSouth and other phone companies the biggest rate increase in Florida history.
