'No Call' Bill in Kansas Irks Consumer Groups.

Apr. 30--State lawmakers say they are likely to pass a law that will help people block unwelcome phone calls from telemarketers.

But some consumer advocates say the proposal has too many provisions that would allow telemarketers to keep calling and doesn't give consumers enough ways to get their names on the "no-call" list.

If the bill becomes law, telemarketers will have to acquire a list of consumers who do not want to receive calls. The list is maintained by the Direct Marketing Association, an industry organization.

The legislation would bar telemarketers from calling people on the list, with a few exceptions. They could be fined $10,000 for each...
