Senators Say Security Plan Omits Overhaul of FBI, CIA.

Jun. 10--WASHINGTON--Two leading senators on intelligence issues said yesterday that President Bush's sweeping plan to create a domestic security agency will not address intelligence flaws in the FBI, CIA, National Security Agency, and other departments and will probably undergo revisions before it is approved.

Senator Bob Graham, the Florida Democrat who chairs the Senate Intelligence Committee, said the lapses are becoming clearer as "significant numbers of people" bring forward new information on intelligence failures before the Sept. 11 attacks as part of a congressional investigation.
