Northwest Utility Seeks $60 Million from Kaiser Aluminum.

Jun. 12--VANCOUVER, Wash.--Clark Public Utilities wants Kaiser Aluminum to repay $60 million it says the smelter illegally reaped in selling electricity to the utility last year.
Clark is hinging its case on a technicality, but utility officials said Tuesday that it's a good one: Kaiser did not have federal permission to sell the power.
A Kaiser official said the company didn't need it.
The Federal Energy Regulatory Commission may decide which side is correct.
Clark's action, announced Tuesday, marks the first time one utility will have taken independent action to obtain a refund as a result of the superheated energy market of late 2000...
