Texas' Clean-Air Plan May Rely on Fee Increases.

Jul. 26--AUSTIN, Texas--The author of a clean air law desperately in search of $100 million is urging Gov. Rick Perry to endorse fee hikes for hotel rooms, taxi rides, car inspections and more.

It's a tough sell in an election year, but Sen. Buster Brown,R-Lake Jackson, isn't afraid to try since he isn't running for re-election. Perry, meanwhile, dodges the question: Will he ask ordinary Texans to foot the bill for clean air?

Perry's staff said he'll look at all options, although legislators warn that raising money in a tight budget year will be more painful than ever.
