West Virginia Water Company Proposes Freezing Rates for 18 Months.

Jul. 31--West Virginia-American Water Co. would freeze its rates until January 2004 under an agreement submitted to state regulators for the proposed sale of the water company to a German conglomerate.

Officials from the water company, its parent American Water Works, the German firm RWE Ag and its British subsidiary Thames Water Aqua Holdings, staff of the state Public Service Commission and its Consumer Advocate Division all signed off on a stipulated agreement that contains 23 conditions to the proposed sale of American Water Works to RWE.
