Auditor Slams Pennsylvania Education Department's Contract with Edison Schools.

Aug. 2--State Auditor General Bob Casey Jr. yesterday accused the state Department of Education of improperly awarding a no-bid $2.7 million contract last summer to Edison Schools Inc. to analyze the Philadelphia School District.
Casey, who has been probing the consulting contract since January, yesterday said the state Department of Education was impeding his investigation into possible violations of competitive-bidding laws.
He has given state Education Secretary Charles Zogby until Aug. 15 to provide documentation proving that his office did not skirt proper bidding procedures.
