Aug. 23--TAYLOR, Texas--One perfectly normal January afternoon, while waiting to make a left turn off State Highway 79, Taylor police Cpl. Alan Neel was pretty sure he would die.
His movement blocked by traffic, the veteran police officer watched as a pickup sped toward him, growing larger in his rearview mirror. He felt the impact, heard his fuel tank explode with a whoosh. Flames washed around the Plexiglas cage behind him, scorching the dashboard.
