SBC Seeks Stricter Payment Policies As Telecommunications War Takes New Turn.

Aug. 3--Rival phone companies have opened a new front in their years-long regulatory war.
This time local-phone companies want distressed long-distance and newer local-phone companies to pay them in advance for connecting to and using their phone lines.
On Friday, SBC Communications Inc. followed Verizon Communications Inc. and BellSouth Corp. in asking the Federal Communications Commission to sign off on more stringent payment policies for financially troubled companies.
Phone companies have been at each other's throats since well before 1996, when Congress deregulated the industry and allowed competition for local service.
