SBC Wants Advance Payment from Long-Distance Carriers with Credit Issues.

Aug. 3--SBC Communications Inc. wants the ability to collect upfront payments from financially troubled long-distance phone companies such as WorldCom Inc. before it will connect calls on its network.

The nation's No. 2 local-service phone company has asked the Federal Communications Commission to let it require one month's advance payment from long-distance carriers that want to complete calls over its lines if they owe it $1 million or more and are a credit risk.

WorldCom, which last month filed for bankruptcy protection, owes SBC at least $250 million in fees for connecting to its networks, according to officials with the San Antonio-based company....
