Orange County, Fla., Sales Tax Proposal Hits Poorer Residents Hardest.

Sep. 4--The campaign to raise Orange County sales taxes for new schools aims to offer something for everyone.

Parents could send their children to new or remodeled schools for an extra half-cent on the dollar. Homeowners could save on property taxes. And residents could let tourists pick up almost half the tab for school construction.

But in trying to cover their political bases and appeal to as many voters as possible, the architects of the sales tax have created a tax package that benefits large landowners and hits low-income residents hardest, according to tax experts, the referendum's opponents -- and even some of its supporters.
