Sep. 23--Step into any brokerage room today and the buzz among investors is inevitably over property, banks or finance stocks. And why not? New home starts and bank profits have risen sharply on the back of a boom in domestic demand, low interest rates and progress in corporate restructuring.

Mention telecommunications, however, and many investors only wince, citing high debt levels, an uncertain regulatory environment, falling margins and rising competition.

William Harris, chief financial officer of fixed-line operator TelecomAsia, shrugs his shoulders.

"Markets aren't always rational. They weren't rational when our stock price was at 60, and they aren't rational...
