Sep. 25--There was no single moment when Tom Horley realized that the World Wide Web could transform how citizens interact with government. But press him, and it might come down to this: a race between Tom Ridge and Punxsutawney Phil.
Never mind that one is the nation's director of homeland security and the other's a groundhog. To Horley, each helped demonstrate the enormous potential of the Internet -- in each case, by nearly crashing the official Pennsylvania Web site that he oversees (www.state.pa.us).
Ridge's moment as a speed bump on the information superhighway came when he briefly emerged as a leading choice to be George W. Bush's running mate....
