Telecommunications Panel Says Industry Economic Recovery Is Far Off.

Oct. 8--WASHINGTON -- The telecommunications industry is at least a year away from an economic recovery as losses mount among all types of providers, a panel of experts told federal regulators Monday.

The Federal Communications Commission should make its regulations clearer, the panel said.

It also said the industry doesn't have a new service to offer that would spur investment and put employees back to work.

"Our outlook for the next 12 to 18 months is negative -- most severely for long-distance

carriers, less so for local-service companies and wireless," said Moody's Investor Services managing director Robert Konefal.
