Former FBI Chief Blames Congress for Lack of Funds Prior to Terrorist Attacks.

Oct. 9--WASHINGTON -- The man who directed the FBI for almost eight years leading up to the worst terrorist attacks in U.S. history broke his long public silence Tuesday, sharply disputing the findings of congressional investigators who have uncovered an array of intelligence lapses prior to Sept. 11.

"I am aware of nothing that to me demonstrates that the FBI and the intelligence community had the type of information or tactical intelligence, which could have prevented the horror of Sept. 11," Louis Freeh told members of the House and Senate intelligence committees.
