NASA Study on Space Shuttle Suggests Handing Responsibility to Private Sector.

Oct. 18--WASHINGTON -- A study commissioned by NASA to examine the future of the space-shuttle program suggests handing more responsibility to the private sector and encouraging competition in order to cut costs.
A task force of experts, brought together by the Rand Corp. on behalf of the National Aeronautics and Space Administration, released a summary version of its report this week. One of several options proposed is the creation of a private space authority to oversee the shuttle and any future launch vehicle.
Giving complete control of the shuttles to the private sector is probably not the best plan, the report says -- but increasing competition within the $3.8 billion...
