Denver Builder Says Former Principal Misused "Borrowed" Money.

Oct. 24--A construction firm claims a former principal in a company, whose plans to build a casino in Black Hawk fell through, borrowed money he never intended to repay.
In a suit filed in U.S. District Court in Denver, PCL Construction Enterprises of Denver said it agreed to loan $1 million to Country World Casinos. Pennsylvania-based Country World said it would build an eight-level hotel-casino complex in Black Hawk.
Instead Larry S. Berman, chief executive of Country World, used the money for his own purposes, the suit said. He was also providing shares in Country World to corrupt brokers who sold them to unsuspecting investors at inflated prices, the suit said.
