Time Warner, Newhouse Transfer in Orange County, Fla., Hits Static.

Oct. 27--Before Advance/Newhouse can take over any cable-TV systems from Time Warner, county and city governments must approve the transfers.

That's proving somewhat thorny in Orange County.

Time Warner and the county have been negotiating for several months on a new franchise agreement. Still, Time Warner's contract expired Saturday.

It is not unusual for a cable company to operate for a limited time without a franchise -- and, in practical terms, there is no real effect on customers.
