West Coast Shippers, Union Trade Allegations.

Oct. 30--In a filing with the Justice Department yesterday, the West Coast dockworkers union accused the region's shipping companies of exacerbating the massive backlog at the ports by refusing to add new shifts or relieve congestion.
But the Pacific Maritime Association, which represents shippers along the coast, said the International Longshore & Warehouse Union is engaging in a purposeful slowdown to force concessions at the bargaining table. A complaint the PMA filed with the Justice Department last week triggered the union's response yesterday.
If the Justice Department decides that either party is at fault for the backlog, it could ask U.S....
