Bush Administration Unveils Controversial Air Pollution Rules.

Nov. 23--WASHINGTON -- The Bush administration on Friday unveiled controversial air pollution rules that will make it easier for older power plants, refineries and manufacturers to expand without being forced to add expensive pollution controls.

Lobbyists for polluting industries said the Environmental Protection Agency's actions would free their companies from excessive regulations, which they claim discourage them from modernizing their plants. If they can modernize their plants without triggering an EPA requirement that forces them to adopt new pollution controls, they will become more efficient and pollute less, they said.
