Inspections of Airlines Gets Hard Look by Federal Officials.

Dec. 13--WASHINGTON--After a fatal 1996 crash revealed serious flaws in its hands-on system of inspecting airlines, the Federal Aviation Administration concluded that inspectors should be directed by hard data, not just their instincts.

Most agree that the concept, which gave rise to the Air Transportation Oversight System, or ATOS, is good.

Some veteran inspectors, however, say the system is floundering despite years of work and is in no condition for deployment throughout the aviation industry, as the government hopes it will be in two years.
