Housing Needs, Traffic Problems Top List of Ventura County, Calif., Issues.

Dec. 29--Aside from an anemic national economy and the state budget deficit, the greatest threats to local economic prosperity in the next few years include what university economist Bill Watkins found himself stuck in a few days back.
"We have a really bifurcated population in Ventura County, with a lot of wealthy people and a lot of people who are not," said Watkins, discussing the county's affordable housing problem over his cell phone near the Seward Avenue exit on southbound Highway 101. "People who don't have a college degree or who are young and ... and the traffic here just stopped ..."
