Snohomish County, Wash., Utility District Seeks to Get Costs under Control.

Jan. 2--In the wake of high customer prices and a scandal last year that resulted in a general manager's termination, the Snohomish County Public Utility District hopes to use an internal audit to find new energy sources and control rising costs.

Since 2001, customer power rates have increased about 50 percent, leaving residential customers with the highest rates of any public utility in Washington. The PUD last month approved a $571 million electricity budget for this year, about $15 million less than the 2002 budget. Capital expenditures have been delayed to keep from raising rates again.
