Orange County, Fla., Residents Complain, as Area University Plans Growth.

Jan. 23--Eight months after the University of Central Florida's board of trustees accepted a campus growth plan criticized by angry neighbors and environmentalists, everyone is going to try it again. Only this time, it's for keeps.

The board is being asked today to give final approval to an update of UCF's master plan, a blueprint for the university's future that trustees had endorsed, unanimously, in May.

Once again, the board is likely to be assailed by frustrated neighborhood and environmental activists who contend that the plan is insensitive to traffic and land-use problems in east Orange County, many of them caused by the university.
