Mexico Tries to Move Immigration Debate from Washington to U.S. Communities.

Feb. 9--PHILADELPHIA--Despite predictions of doom for negotiations on a migration accord between the United States and Mexico, a new group of political players in Mexico is working to revive talks, according to officials on both sides of the border.

Chief among the new actors is Mexico's interior secretary, Santiago Creel, who, in discussions with Homeland Security Secretary Tom Ridge, is promoting legal migration as a boost to U.S. security.

And Mexico's new foreign minister, Luis Ernesto Derbez, is expected to bring a low-key approach, a marked departure from his predecessor, Jorge Castaneda, analysts say.
